The Wisconsin EMS Association (WEMSA) has named Robert “Bob” Kirkley, Director – Emergency Medical Services for Aspirus MedEvac, as its 2025 Director of the Year, recognizing his exceptional leadership and lasting impact on the emergency medical services (EMS) profession. With more than 35 years of experience in EMS, Kirkley has become a defining force in EMS administration, known for innovation, operational excellence, and a leadership style that strengthens both people and systems.
Kirkley began his EMS career in 1990 after earning his Emergency Medical Technician license and has since advanced through nearly every level of service—from frontline paramedic to operations manager and now Director – Emergency Medical Services. His career reflects a lifelong commitment to learning, teaching, and continuously improving EMS delivery for patients and providers alike.
As Director – Emergency Medical Services for Aspirus MedEvac, Kirkley oversees all core functions of the MedEvac system, including budgeting, staffing, scheduling, purchasing, billing, compliance, and strategic planning. His ability to balance high-level strategy with attention to operational detail has significantly strengthened the efficiency, reliability, and performance of the service. Under his leadership, Aspirus MedEvac has implemented new technologies, modernized scheduling systems, streamlined documentation practices, and adopted data-driven strategies that directly enhance patient care and system sustainability.
Kirkley is widely respected as a leader who leads from the front. While managing complex systems and multimillion-dollar operations, he remains deeply connected to the providers delivering care every day. Staff value his clear communication, high expectations, and genuine investment in their professional growth. His leadership style blends accountability with compassion, creating a culture of excellence that elevates the entire organization.
Education and mentorship are foundational to Kirkley’s leadership. He holds a Master of Business Administration earned with distinction, a bachelor’s degree in healthcare administration with an emphasis in emergency management, and a paramedic certificate, along with multiple specialized EMS certifications. Since 1996, he has served as an EMS instructor, including as EMS Program Director and Adjunct Instructor at Gogebic Community College, mentoring generations of EMS professionals. This educational background informs the evidence-based decisions he makes as a director and supports his commitment to building strong, resilient EMS systems.
Beyond Aspirus MedEvac, Kirkley contributes at the state and regional levels through service on committees such as the Michigan Rural EMS Committee and the Wisconsin Critical Care Advisory Council, helping shape policy and improve access to high-quality EMS care.
Kirkley accepted the 2025 Director of the Year Award during WEMSA’s 40th Annual Emergency Medical Services (EMS) Conference and Expo in Green Bay.
